windows - How to configure IE11 to not use recommended settings via Local Group Policy or Registry

When using Packer to generate an AWS image of Windows 2016 Server, I am unable to install certain software due to the IE11 security settings. Whenever I open IE11, I get the following dialog. I choose "Don't use recommended settings" and uncheck "Send Do Not Track requests...". Afterwards the software I am trying to install works appropriately.

I use SaltStack to install the required software and configure various settings on the server, however I need to configure this option either through local group policy (This system is not on a domain controller), via the registry editor, or even a command line tool. What GPO, registry values, or command controls this?

Note also that the GPO policy for "Prevent running First Run Wizard" does not configure this appropriately, but rather just stops the wizard from showing. I need to specifically configure this to not use recommended settings and not send tracking cookies.
